The Minister of Health, Adham Baba, issued a new order in the Government Gazette that cabinet ministers who return from any official visit abroad can be exempted from being restricted by the Prevention and Control of Infectious Diseases Act 1988 (Act 342), where they only need to be quarantined for three days instead of the original ten days. The public is hardly convinced because its political considerations have overridden science. In the past, many cabinet ministers violated standard operating procedures (SOP). However, their misconduct was dismissed by the authorities although their actions had been exposed to the public. On 1st of February 2021, the Myanmar military staged a coup d’état by overthrowing the people-elected government. The new military government declared a one-year state of emergency, with Myanmar's armed forces commander-in-chief Min Aung Hlaing leading the country. The State Counsellor Aung San Suu Kyi, President Win Myint, and other regional leaders were arrested by the military government. After the coup, the military ordered the telecommunication company to shut down major social media in the country, including Facebook, Instagram, and Twitter, thus prohibiting the communication between Myanmar people and the international community. Subsequently, the Myanmar people launched a series of civil disobedience movements and street protests to voice out their dissidents.
